According to the characteristics of water environment in Neijiang river basin,the index system of the water environment carrying capacity was divided into four subsystems, namely water resource, economy, population and water pollution. The judgment matrix of each subsystem internal index weight was obtained by analytic hierarchy process, and then to compute the index weight of the water environment carrying capacity. The water environment carrying capacity at current conditions was computed using the vector modulus based on SD model. The best adjustment scheme was the integrated approach gathering open source, water saving and contamination, by simulating different scheme to improve the water environment carrying capacity. Its water environment carrying capacity will be the most significant long-term growth and can satisfy the sustainable development of the Neijiang river basin.
