SPACE AGENCIES IN LOW INCOME COUNTRIES: EFFECTS ON DEVELOPMENT

There is debate about the ability of space agencies in developing nations to promote capacity building and development. To better comprehend if and how positive impacts on development occur, this paper seeks to identify and understand the interactions between space agencies and other institutions. This paper uses the Nigerian space agency as a case-study, analyzing knowledge flows between the national space agency and universities, industry, and government agencies. It also looks at international sharing of knowledge connected to this space agency. This is done by examining the flow of knowledge between these institutions, user-producer relationships, and the movement of people from one institution to another. By identifying these connections, this paper shows that the Nigerian space program does support knowledge flows with other institutions both within the country and abroad, supporting the idea that indigenous space activities promote capacity building and development.
