摘要

The conventional ex post evaluation method of railway construction project has three steps. Firstly, set up the evaluation index system with three dimensions-benefit of economy, society and environment Then, calculate these indices. In the end, evaluate the benefits above and the project's comprehensive benefit by qualitative analysis. This method's main disadvantage is the evaluation results couldn't be indicated by one single index and the non-professionals couldn't understand the conclusion's meaning exactly. The disadvantage also makes it difficult in comparing of benefits among different railway lines and different periods of same line. Aiming at this disadvantage, this paper applies the triple performance evaluation model which can be used in the business performance evaluation in the railway construction project's ex post evaluation. The evaluation model is established based on analytic hierarchy process (AHP) and space distance method. It indicates that the evaluation results with one single index. So the new evaluation model is easier to compare. Finally this paper also explored how to use this model into practice.
