摘要

The Chinese Government attaches great importance to the indemnificatory housing construction as represented by the low-rent housing in terms of policy and capital investment. The implementation of housing security for low-income families can improve their living environment and conditions, which can secure the “Home Ownership”, and contribute to social harmony. In the indemnificatory housing construction, fund is the most critical and the lack of fund is an obstacle of its development. At present, the Chinese low-rent housing construction is still funded by government, including local financial fund, the central government transferred payments, the increment of accumulation fund system, and transferred income of land. According to the generalization of our country’s convetional financing model of low-rent housing, this article discusses a new financing model of low-rent housing-BOT model. By creating financing model, the Government can bring in large-scale social fund, and change the government’s direct financing model into the business operation model under the guidance of the Government, which can not only make sure the Government’s goal of “ Regard people’s livelihood and Promote social harmony” come true earlier, but also bring about development of related industries. It can really achieve the “win-win” objective.
