Participation of China's Think Tanks in the Policy Process: Roles,Strategies and Behaviors

There are three types of policy research institutes,namely,official policy research institutes,semi-official think tanks and civilian think tanks. China's official policy research institutes play an important role in the governmental policy making process but not as "external brains" of the government as think tanks are usually defined. Semi-official think tanks are public institution-type policy research institutes. Various types of civilian think tanks mushroomed in China after Deng's South China tour speeches in 1992. China's think tanks these days are more independent than their predecessors,having diversified their research interests,exerting a growing influence and posing challenges to the traditional framework of policy consultation which used to be dominated by semi-official think tanks. Many think tank experts have also been co-opted into the government departments. Furthermore,the paper draws a picture of the complex relationship among organizational structure,strategy,and behavior of think tanks China's think tanks.
