Constructing Harmonious Local Governmental Relation: Based on the View of Governance among Governments

Local governmental relation is important in the intergovernmental relation (IGR). The competitive and cooperative relations are two critical observed directions in this topic. Market mechanism and bureaucratic mechanism play active effect in adjusting the IGR,but there exists a dilemma,that is called by "market failure" and "bureaucratic failure". In order to solve the local governmental relation problem,the paper suggests utilizing new method,the theory of Governance among Governments.
