Public Crisis Management and System Construction in China

摘要

China is now in a period of frequent public crisis. With urbanization furthering and economy upgrading in regions and cities,municipal governments are supposed to face challenges of public crises. It is an important duty and necessary capacity of government to efficiently deal with public crises and emergencies and maintain social order for citizens. SARS revealed the weakness of government crisis management,as well as awakening government's awareness. After SARS crisis,there have been great improvements in public crisis management and measures; however,problems still remain,e.g. lack of efficient mechanism,slow reaction,poor measures and insufficient restoration,etc. Therefore,it is of great importance to build a healthy public crisis management system and operation guarantee system in order to fully enhance China's public crisis management capacity.
