With the establishment of China's market economy and the changing of people's ideas and conceptions in China's civil-servant system,the trustworthiness relationship which has the characteristic of bureaucratic enforcement and self-restraint cannot stand the strong impact of the change of social type,and has resulted in a serious trustworthiness crisis. The most practical reality of China's entry into the WTO and the on-the-ground situation of the country stepping into economic globalization,it has become an urgent task for China to establish a trustworthiness mechanism in the civil-servant system. The main point of this essay is to analyze the background and reasons of the lack of a trustworthiness mechanism in China's civil-servant system and WTO's demand that China has established one as well as giving advice on how to construct a trustworthiness mechanism in China's civil-servant system.
