This paper has elaborated the design means, design essential factors and design principles about the cartoon figure in the works of movie and TV specifically. In animation design courses we should hold some design essential factors such as creative idea, visual language, hearing language and rhythm, should follow some design principles such as reality of art, obedience to the theme, harmony and unification in the frame and adaptation to the masses aesthetic sentiment. Using animation skill has created a cartoon figure of a little girl which describes her mind activities in spring, summer, autumn, winter after some courses such as conceiving, originality, character facture, action and expression design to embody people's yearning for beautiful life limiflessly. Besides this paper has elaborated the importance about the background related with the figure and concocted background frame for the animation image.
