FREEWAY INCIDENT MANAGEMENT SYSTEM APPLICATION IN JIANGSU,CHINA

摘要

In order to improve the safety and emergency performance of the northern section of Nanjing-Lianyungang Expressway (hereinafter as NingLian Expressway), an incident management system was developed and applied. Three major parts, respectively the demand analysis, design and application of the system, were described in the paper. The principal functions of the system design are as follows: the confirmation of the incident classification, the real-time incident information display based on integrated GIS map and the automatic generation of incident solution plan by the rule-based expert system, the control of incident management process, real-time incident information dissemination via short message service of mobile phone and Web pages and the automatic generation of management report forms. The system has been formally put in to use since April, 2006 in the management centre of the northern section of NingLian Expressway.
