We present an approach to managing vehicle network resources for diverse data traffic types, such as safety, traffic, and commercial. Our approach uses applicationspeciffic utility descriptions, which are reduced to simpler and more compact "microutility" approximations. These microutilities travel with the data to guide critical in-transit resource decisions such as dropping data, access to infrastructure networks, and storing data for later forwarding. Our system dynamically adjusts the quality of service in the network to support diverse application needs e_ciently and fairly. This paper describes the system, the algorithms used, and presents the results of several simulation studies.
