Based on the target tracking of fire control system, the satisfactory biased estimator of discrete-time system is investigated in this paper. For fire control system, smoothly forecasting the future positions of target is an important factor that affects shooting precision. Using lower system model to estimate the state of targets is a method of smooth forecasting, which could produce system bias when the target is maneuvering. As steady error coefficient is an important index in constraining system error, it is introduced into the performance index set. An iteratively solving linear matrix inequalities (LMIs) approach of satisfactory biased estimation strategy is proposed by assuming that the maneuver of tatget is finite. The proposed biased estimator can ensure the accuracy and smoothness of the estimation output. Finally an example is proposed to demonstrate the obtained results.
