It is recommended that NRC take one of two actionsto remedy the problem identified in the above paragraphs.NRC should either (1) change the definition ofmanagement measures to specifically includeadministrative controls whose purpose is to assure theavailability, accuracy, and/or reliability of an IROFS, or(2) create a new category specifically for such controls.
