"Temporary Provisions on Appraisal of Business Performances of Executives in Central State-owned Enterprises" was released by the central SASAC. According to these provisions, performance management process for executives of SOEs consists of three parts: 1. Executives sign Performance Planning and Responsibilities Documents ("PPRD"); 2. SASAC dynamically monitors the execution of the PPRD; 3. SASAC makes performance appraisal based on criteria established by PPRD and administers appropriate award/punishment; 4. Performance appraisal is conducted on an annual and term basis. Term appraisal typically spans executives' terms in office (around 3 years).
