CURRENT STATUS OF EMERGENCY RESPONSE FOR RADIOACTIVEMATERIAL TRANSPORT ACCIDENT IN JAPAN

On 30 September 1999, a critical accident occurred in a uranium conversion company, JCO in Japan.With this as a turning-point, the Law on Special Actions for Measures against Nuclear Disaster (NDL)was legislated and an emergency response system for nuclear material transport accident wasestablished legally. From long ago, emergency response actions based on the IAEA/SS No.87 guidehave been properly taken by the concerned consignor, and in case of serious accident, the EmergencyResponse Council for Radioactive Material Transport Accidents is systematised and generalises thesituation since 1984. The Council consists of the staffs of six governmental organizations concerned.After the legislation of NDL, in accordance with the "Declaration of Emergency" announced by thePrime Minister in extremely severe transport accident, the Council is automatically reorganized to theCabinet. Now, standard emergency response action manuals are reviewed and revised or newlyprepared by governmental offices. Further, a Nuclear Emergency Assistance and Training Center wasestablished in 2001 by the co-operation of the Japan Nuclear Cycle Development Institute and theJapan Atomic Energy Institute, and the actual emergency supporting system has been organized.
