Hazardous materials road transportation accidents often cause serious deaths and injuries and huge property losses. It is essential to improve the capabilities in response for hazardous materials road transportation accidents. Governments in China began to establish Emergency Response System (ERS) to deal with various kinds of accidents. Emergency Transport Response System (ETRS) is subsystem of ERS to provide transportation support to reduce further damage caused by the accidents. A method to evaluate ETRS performances based on stochastic Petri net (SPN) and Markov Chain (MC) to model and analyze the main procedure of ETRS was proposed. Firstly, the operational characteristics of ETRS were identified, and then the model of ETRS were designed and simulated by using of SPN. In addition, through isomorphic MC of the SPN model, the performance of ETRS was analyzed. Finally, a real case was given to illustrate the feasibility of the proposed method.
