Efficient Management of Local Government Underground Facility Database Using Location Based Service in Korea

Since 1998, the one of NGIS Project (National Geographic Information System) in Korea has been concentrated on water-sewage facility management database construction project among the underground facility in urban areas. For this, the 19 local governments of Korea were made water-sewage facilities management system in the 2003 and have been using this system. The goal of this study is to support efficient usage and management of underground facility management system for 19 local governments in Korea. The manual working business system for underground facility management affairs should be changed to optimal mobile working environment through business analysis at present. The OFF-LINE and ON-LINE DB revision/update methods using a concept of LBS (Location Based System) should be used for this study in the computational environment. In construction of the optimal mobile working environment, this study consists of 3 process 1) selection of optimal mobile device for data type considering wire or wireless telecommunication and capability of field working and LBS environment etc. 2) the application analysis of GPS receiver for location tracking of field workers in the ON-LINE working environment 3) the determination of CDMA 2000 method by wireless modem through wireless telecommunication environment analysis of Korea. Also, in establishment of the database revision/ update method forcomputational environment, we had tried to develop three software programs. The first, DAMON program development for data transmission and transformation between database of server and mobile device. The second, location tracking program development of field workers. The third, PDA client program development for using field workers. In the result of this study, efficient maintenance and management of underground facility database in 19 local governments have been improved.
