The Ezequiel Zamora Systtem's Plan -PLASEZ, it was presented in the invited session of the year 1.998 denominated "Information Systems in Higher Education" in the World Multiconference on Systemics, Cibernetics and Informatics, organized by the International Institute of Informatics an Systemics, under the title "An Strategy Plan to Develop the Technology of Information in the Academic and Administrative Areas of the National University Ezequiel Zamora (UNELLEZ)", with the objective of presenting the theoretical bases related to the technological necessities of the four Vice-Rectorados -campus- (Barinas, Guanare, San Carlos and San Fernando) that conform the Universidad Ezequiel Zamora (UNELLEZ). Then, under the same strategy, were presented and designed in the year 1.999 the management indicators for the contained area of nets in the Plan. The Plan is in execution phase and after its second year of work, it has been continued with the generation of performance and result indicators that they allow to know the necessary structure for an management system and strategic mensuration of the same one, As it is known, the Plan determines its performance in three areas: academic area, administrative area and network area; each area understands several work sectors, particularly the academic area, contains the following sectors: technological bring up to date for the teachers, amplification of the computer science laboratories, creation of educational user's rooms, creation of virtual classrooms, formation and the educational personnel's training in the area of the technologies of information and design and development of systems multimedia. The design of performance indicators and of result and their respective mensuration, they will be applied to the academic area of the Plan, to generate consistent strategic validation elements and of feasible application to the other sectors of work of the Plan. To design the indicators, one worked with the methodology of Balance Score Card by Norton and Kaplan (1997), the same one was used when the indicators were determined in the network area. This is a managerial methodology that allows the improvement of the processes, keeping in mind that the primordial of all organization is to have the capacity to achieve excellent results through a strategic planning that integrates the different aspects that conform it. Finally, the conclusions and recommendations are presented on the obtained strategic elements.
