At present, the total capacity of thermal power in China has been reached 2.998~*10~8kW, the second large capability in the world beyond Japan. The electricity supply has been changed from extraordinary shortage to approximate adequacy and even some surplus because of the industry regulation and some changes in the surroundings in the recent years. However, in the view of the generally economic law, the total power capacity will be increased indeed since the power capacity per capita in China is less than 1/10 of that in USA and 1/5 in Europe and Japan.
