This paper presents a task-independent dialogue control scheme, which is an extension of the frame-driven method. A spoken dialogue system, SDSKIT-3, which is based on this scheme, has been developed for the tourist information service and has demonstrated it can manage problems which are encountered in a spoken dialogue system. The scheme is transported to another task, the guide for personal computer buyers. Fifty dialogues were collected and used to design the topic frames for the new task and to test the new system. Simulated dialogues controlled by the newly created topic frames have proven the proposed scheme can be task-independent iwthin a kind of tasks.
