Safety management systems in the 'Seveso II' Directive

摘要

The `Seveso II' EU Directive (96/82/EC) requires certain establishments hodling hazardous substances to implement a Safety Mangement System. this paper discusses the origin of this requirement, the guidance currently being drawn up to help companies fulfil it, and the results of preliminary testing of this guidance carried out in several Eu Member States. The paper concludes by considering some open questions conerning Safety Management.
