In the late 80's and early 90's the research community generated substantial test data that showed a reduction in fatigue life (Stress versus cycle, i.e., S-N mehtod) due to environmental effects from pure, high oxyfgenated water. Previous to the S-N testing, the research community had shown a substantial increase in crack growth rates (called EAC - environmental assisted cracking) from the same environment. The environment is that of the primary water in nuclear power plants. After a number of PVRC meeting discussions, a project was initiated in 1991 with a team called the Steering Committee For Cyclic Life for Environmental Effects (CLEE). The scope of the committee was to study the impact of the environmetnal test data on current ASME Code, Section XI rules and to report findings and make recommendations to the ASME BNCS (Board on Nuclear Codes and Standard).
