Partners in Passage: The West Springfield Project

REXAM DSI, a manufacturer of specialty paper products, is the current owner of the West Springfield, Massachusetts mill facility which includes an historic 1.4 MW hydroelectric development. Hydropower is an integral part of the mill operating system and has allowed REXAM DSI to survive and grow in an increasingly competitive marketplace. A new Federal Energy Regulatory Commission (FERC) license was issued for the project in October 1994 with provisions for the construction of upstream and downstream fish passage. In accordance with license requirements, the fish passage facilities were designed, constructed and put into operation in April 1996, a timespan of 18 months from license issuance.
