Abstract: Cell loss in ATM transport is a critical factor affecting the quality of an image sequence. Two-layer coding is adopted and has the acceptable performance to conquer the above problem. However, the inefficient coding scheme causes the redundant information in both two layers. In this paper, we reduce the temporal redundancy using the background information of image sequence. Layer separation is decided according to the information from the background classifier. The performances of the new two-layer codec is evaluated by the true image sequences. Experimental results show that a very high percentage of base layer data can be reduced in I-frame.!12
