PROBLEM TO BE SOLVED: To provide a facility utilization scheme determination method, a facility utilization scheme determination apparatus, a facility utilization scheme determination program, and a facility utilization scheme determination system that determine the current state by using various pieces of information obtained from the facility side, execute a highly accurate simulation based on a POMDP (partially observable Markov decision process) model, and determine the future utilization scheme of the facility on the basis of the simulation result.SOLUTION: A facility utilization scheme determination method comprises the steps of: determining the current state of a facility under operation as current state probability vectors by a plurality of states i (0 to N) on the basis of the information from the facility; correcting and updating, on the basis of the information from the facility, a predetermined matrix of probabilities at which the probabilities of the states i (0 to N) transition to the probabilities of states j (0 to N) after a predetermined period of operation; calculating the state probability vectors after the predetermined period of operation from the current state probability vectors and the updated matrix of state transition probabilities; and determining the utilization scheme of the facility on the basis of the state probability vectors after the predetermined period of operation.
