The economics of video content delivery toconsumers are demanding more and better quality services.The ITU-T | ISO/IEC Joint Collaborative Team on VideoCoding (JCT-VC) is aggressively aiming for an early 2013completion date for a new compression standard, HighEfficiency Video Coding (HEVC). Current test model resultsindicate that HEVC will offer a 35-50% bitrate savings overMPEG-4 AVC and even more dramatic bandwidth savingscompared to MPEG-2 Video. HEVC is already attractinginterest in driving down costs and improving currentservices in many broadcast applications, including Cable,Contribution, Digital Terrestrial, Mobile, Satellite DTH andTelco markets, but perhaps the “killer app” for HEVC couldbe 4K TV to the home. This paper gives a snapshot on whereHEVC thinking is right now and speculates on what industrychanges HEVC might drive. It also explores the HEVC toolset enhancements that facilitate the compression gains overAVC, and compares example sequences compressed usingthe HM test model with an industry-leading AVC encoder.
