Smart cities are based on the principle of self-management of transportation, infrastructure, and networks, which shall be managed coherently for rational solutions of city problems. The mixed structure of these solutions involves various contradictory criteria. When information is of uncertain nature, it is difficult to decide on and rank smart cities. The hesitant fuzzy linguistic term set technique overcomes the uncertainty- and hesitation-related difficulties of this problem. The aim of the study is to introduce an integrated hesitant fuzzy linguistic (HFL) multi-criteria decision-making approach to evaluate smart cities for the first time. The criteria are weighted with HFL Analytic Hierarchy Process. Then, smart cities are evaluated with the HFL COmplex PRoportional Assessment method. Finally, the potential of this approach is presented through a case study.
