The increasing tendency of container vessel enlargement and the container transportation growth, make people pay more and more attention to the efficiency of the container terminal berths. In order to improve the berth efficiency, this paper focuses on continuous berth allocation problem. Firstly, a penalty cost function is suggested to comprehensively consider the delay of vessel leaving time and the deviation distance from the vessel reference berth point. Secondly, a dynamic continuous berth allocation model is proposed to minimize the penalty cost. Thirdly, a GA (genetic algorithm) solution is developed to solve the problem based on Simtalk and Plant simulation. And finally, the solution is tested by a data case generated from a real port to be valid and efficiency.
