Risk Management Applications for Disruptive Technologies

Leading organizations review concepts and principles of safeguards risk management systems for implementing, verifying and measuring processes and procedures in large, distributed enterprise organizations. In light of potentially disruptive technologies, this Qualitative Risk Assessment methodology evaluates and quantifies risk exposures associated with operations, finances, regulation, organizational, reputational, and technology. Risk assessments should be conducted as soon as they can, to mitigate potential disruption. Based on assessment results, organizations will be better able to gauge vulnerabilities and target areas for prioritizing risks. Due to the rate of technological advances and adaption, it's critical that risk assessments be conducted continuously. Reviews are conducted by applying risk management and risk assessment models developed by US National Laboratories. Using a Los Alamos model, one organization alone has managed over 700 risk assessments in multiple sectors in over 80 countries. Risk Management is the technical procedure for identifying, characterizing, quantifying and evaluating system weaknesses and balancing the risk of disruption against the benefits. It is widely used to provide key insights into adoption of disruptive technologies-like AI~and related practices, and then, to select a mix that provides adequate safeguards. Risk Management strategies have been widely adopted as a mechanism for assessing conditions and allocating resources to maximize attainment of goals and objectives, and can serve as an enduring framework underlying the basis for safeguards decision making. Risk Management and Risk Assessment are key components, in most organizations, of operations-integrity management systems, and, enterprise-management systems. The process is technical and deliberate. As such, risk management efforts evolve into an objective system to classify risk that can be statistically valid and reliable. The process constructs a framework for risk management planning. It identifies initial risks associated with new technologies, develops an initial mapping of key risk and strategic goals, and then, develops a risk "refresh" process, and, assesses risk prioritization based on the impact and vulnerabilities. Further, assessments identify and integrate plausible and emerging threats, cyber and otherwise, into the model framework. The process also evaluates impact on strategic planning dynamics. Risk assessment is the key component of Risk Management programs. The Qualitative Risk Assessment methodology, with built in quantitative capability, is the approach that has been adopted by leading organizations and professional societies. The methodology can be applied at project and research stages and from conceptual through detailed design, to applications and operations, and can be adapted to varying levels of available information and depths of evaluation. This model addresses disruption head on and informs organizations on the moves required to deal with it.
