Implementation of noise rules restricting use of firecrackers loudspeakers public awareness of related legislation

The government of India enacted the Noise Pollution (Regulation and Control) Rules, 2000 to curb the growing problem of noise pollution. Prior to the enactment of these rules, noise pollution was not being dealt with specifically by a particular act. Though India is now ready to stand in the line of developed countries the issue of noise pollution has not been taken with the seriousness it ought to have been. First, there is a lack of will on the part of the executive to implement the laws, possibly due to lack of infrastructure essential for its enforcement. Second, there is a lack of requisite awareness on the part of the citizens as compared to advanced nations. As deleterious effects of noise pollution are known to a very small section of people, noise pollution is generally accepted as a part of life by the larger section. This paper discusses the provisions in the law to control the use of firecrackers and loudspeakers in particular and findings of studies on firecracker noise emissions and awareness of noise legislation in the general public as one of the important factors affecting its implementation.
