Utilities generate massive amounts of data from their Supervisory Control and Data Acquisition (SCADA) systems and/or Distributed Control Systems (DCS), yet only use a small fraction of the data produced to help plan, engineer, operate, and maintain pump station and treatment facilities. Making SCADA and DCS data more valuable in an organization requires architecture planning and design of all aspects of the control system: field equipment, input/output devices, collectors, networks, switches, routers, firewalls, DMZ, historians, business networks, applications, policy, and governance. Many organizations struggle with securely integrating their SCADA and/or DCS technologies with their enterprise business applications. This paper presents the City of Los Angeles Sanitation and Environment (LASAN) experience and practical advice on a broad range of topics that include governance, planning, documentation, standards, information architecture, network and security considerations, data flow, system of record, data elements, aggregation techniques, I/O availability, tagging, and sustainability.
