Empirical Research of the Competency of the 'First Secretary' for Poverty Alleviation in Yunnan Province Based on SPSS

摘要

As the maximal usage scale of human resources system in Chinese poverty alleviation history, the "first secretory" of poverty alleviation system essentially applies the initiative of "first secretory" whose ability is a decisive influence in poverty alleviation effectiveness to promote the transmission between diversity resources for poverty alleviation. This article structures the competency model of "first secretory" and dissect empirically the competency of "first secretory" in Yunnan with Atlas.ti and SPSS. By analyzing, we draw a conclusion that this model consists of three dimensions including basic knowledge and skills, core competence and personal characteristic, each of them contains their own relative dimensions.
