MULTI-CRITERIA EVALUATION ANALYSIS APPROACH FOR INDONESIA MARINE TRANSPORTATION SYSTEM OPERATED ON THE SEA HIGHWAY

Efficient, fast, and continuous chain, called "sea highway", connecting western and eastern Indonesia has to be established. Deploying large ship would be ineffective because of the low level of cargo demand. There are several combinations of vessel that could be deployed. Each vessel has its advantages and disadvantages. It is difficult to distinguish them because of the very similar performance. Besides, when many factors influencing the performance are involved, decision making is difficult. Method that can deal with these circumstances is a multi-criteria evaluation analysis. In this paper, an evaluation and decision making model based on a multi-criteria evaluation analysis to select an appropriate marine transportation system will be developed. This method enables us to link several independent items and combine them before making a decision. Several vessel important aspects that may contribute to the container shipping performance, such as, seakeeping beside costs' item, will be identified for the evaluation.
