The Construction of Cognitive Graph of Integrated War Emergency System

The emergency response system is an important part of the national strategic system, an important support for national strategic capacity, and a basic support for effectively responding to various crisis situations and war scenarios. The effectiveness evaluation of emergency response system is an inspection evaluation of the system construction effect and an important part of supporting the construction of the emergency response system. In order to deal with the problems such as the integration of the military and the local government systems, the unavailability of expert subjective evaluation data, the difficulty of transferring and applying a large number of effective evaluation frameworks and high human cost of evaluation, this paper proposes the main technical approaches for the design and construction of the cognitive graph of the integrated war emergency system, which provides the basis for the design and data integration of the operational effectiveness evaluation model of the integrated emergency response system.
