Study on Overseas Electricity Regulatory Environment Assessment Model Based on Combination Weighting

This paper establishes the evaluation index system of regulatory environment for overseas electricity market and puts forward the method of combination weighting - improved portfolio weighting method based on gray relational analysis. Based on this, a model for assessing the regulatory environment of overseas electricity market has been established. Regulatory environment of four electricity market including Greece, Italy, Sweden and Portugal was assessed. The results show that the combination weighting method proposed in this paper can effectively reduce the heterogeneity of experts' weight judgment and can better highlight the differences between the evaluation results of different countries.
