In some fast-growing regions, loads and conventional/renewable generations are all growing fast, which poses a challenge to the transmission expansion planning (TEP) problem. Considering the fast growth of regional loads and generations, this paper presents a transmission expansion planning method, and wind generation is considered as a representative of renewable generations. To quantify the adaptability of TEP plans, the system expansion index is proposed from the perspective of redundancy. Based on the linear growth assumption, the proposed index is able to reflect the maximum feasible expansion of system load and generation. Furthermore, a novel TEP model is proposed based on the system expansion index, where both adequacy and proportionality of redundancy are considered for adaptability optimization of TEP plans. The proposed model is carried out on the 18-bus system integrated with wind generations, and its rationality is demonstrated. Results show that the presented study provides effective and adaptable solutions to the TEP problem with remarkable growing loads and wind generations.
