Analysis on the Influence Factors of the Medical Institutions' Medical Efficiency Change in China

How the medical efficiency of the hospitals and the primary medical institutions change annually, and which are the factors resulting from policies that influence the medical efficiency change of the hospitals and the primary medical institutions? By using the Malmquist index and the panel data analysis methods comprehensively, the medical total factor productivity changes of the hospital and primary medical institutions of 14 provinces (or cities) in the middle, eastern and western part of our country from 2009 to 2014 are analyzed, and the factors that influence the medical total factor productivity changes are further analyzed from the aspects of financial subsidies, the number of the medical institutions and the medical insurance rate et al. The results show that: a) The Malmquist index change of the hospitals is relatively smooth on the whole, and the medical efficiency of the hospitals is increasing slowly, while the Malmquist index change of the primary medical institutions is relatively large, although the medical efficiency is increasing, the increasing range is up and down. The Standard Deviation of Malmquist index of different provinces (or cities) of the primary medical institutions is greater than that of the hospitals. b) The influence of the government subsidies changes on the Malmquist index of the primary medical institutions is larger than on the hospitals, the change of the number of the primary medical institutions influences its Malmquist index more significantly while the medical insurance rate influences the Malmquist index of the hospitals more significantly. Finally, the countermeasures to raise the medical efficiency of the hospitals and the primary medical institutions are proposed under the background of medical institution reform.
