In this paper, a general design scheme of universal video monitoring System is introduced based on the Hi3520D hardware platform and the Embedded Linux Operating System, describing the design and implementation of the overall structure and the major function module. The embedded, as the video monitor terminal, implements the function of video data gathering, coding, decoding and transmission, and successfully transmits the video data through the network. The PC is the video monitoring control terminal which achieves the receiving and showing of the video data. This System is easy to use and shows high reliability. The real-time and fluent video monitoring picture is obtained through the System testing.
