Proposal for Planning Based on Capabilities for the Brazilian Space Program

The aim of this paper is to propose a methodology to define roadmaps for the planning effort of Brazilian PNAE (National Plan for Space Activities) that considers the assets and capabilities already available or planned as building blocks to achieve the goals of future space programs in a horizon of 10 years in Brazil. Brazilian space activities started in 1961 with the GOCNAE (Organization Group for National Commission for Space Activities) and in 1971 the COBAE (Brazilian Space Activities Commission) was created with the mission to define the roadmaps for the space activities development in Brazil and also elaborate and manage the PNAE. In 1994 the COBAE was replaced by AEB (Brazilian Space Agency), created with the same mission. The assets and capabilities resulted from Brazilian 55 years of space activities, especially since 1980 with the implementation of MECB (Brazilian Complete Space Mission) program that contemplated the development of satellites and rockets for the same mission.
