In this study, we discuss the optimization of media quality parameters to reduce energy consumption for emergency communication services. The decrease of the running cost and the improvement of availability are very important for the reduction of the power consumption in emergency communication systems and services. We have conducted various experiments for power consumption by considering different frame rate and size. From experimental results, we found that the power consumption is proportional with the playing time. Their slopes are strongly influenced by both the frame rate and the frame size on Android OS. At the server side, the power consumption is not affected by the stream transmission such as playing video stream.
