The establishment of the public service system for the disabled is an important part in the current development of undertakings for the disabled in China. There exit several problems in the establishment at this stage: lack of public service concept for the disabled, insufficient attention to the protection of the disabled people's right, the unitary and unclear main part of the public service and the imbalanced public service for the disabled. For these problems, the suggestions are made: set up the service concept of public interest supreme; establish the rights-based value orientation; emphasis the value criteria of equity priority; construct multi-cooperation service system for the disabled and complete the public service duty system for the disabled.
