This paper has the following objectives: 1) an interdisciplinary review of state of the art for the issue of planetary defense against asteroids; 2)technical considerations for development of a multilevel system for planetary defense based on the modern spacecraft technologies, including utilization of projectile asteroids for deflection of target asteroids' trajectories and capabilities of distributed integrated navigation systems with installation of navigation equipment at multiple sites. Composition and required accuracy of such navigation systems is discussed for the first time. This work is based on the results obtained in the international scientific research Laboratory of Space Research, Technologies, Systems and Processes, created at MIEM NRU HSE in 2011 with the support from the grant of the Government of Russian Federation (2011-2013) and on the course materials "Models of planetary defense", developed in 2014 at the Department of Mechanics and Mathematical Modeling, MIEM NRU HSE, read during 2014/2015 academic year at the master degree program "Mathematical Methods of Science and Computer Technology".
