The continuous network design problem (CNDP) is recognized to be one of the most difficult problems in transportation field since the bi-level formulation of the CNDP is non-convex. On the other hand, many researchers have studied the CNDP, and mostly concentrate on the algorithms or the objective function of the upper level. In previous models, the delays generated in the intersection were ignored which would cause a big error compared with the reality. Therefore, this paper deals with solving the user equilibrium assignments by considering the intersection delays, and the cost generated in the intersection is contained in the upper level model. Then a modified particle swarm optimization (PSO) algorithm is proposed to solve the problem. The results showed that the delays generated in the intersection have a great impact when design a road network. Finally, the values of parameters in the algorithm are proposed.
