摘要

"Beautiful China" has a claim on energy saving and environmental protection of integrated transport systems, so optimizing the structure becomes important. This article has calibrated the parameters of energy consumption and air pollution of various modes of transport through data analysis, in premise of meeting the needs of society, building a model which requires minimum energy consumption and minimum atmospheric pollutant emission as twin optimizing objects, with the constraints of energy consumption and air pollution less than the permitted capacity, and then taking the Sichuan province as an example. Research shows that, when considering the dual constraints, it increases the proportion of rail transport and waterway transport, but decreases the proportion of the road and air transport in an integrated transport system. Therefore, under the concept of "Beautiful China", the system should plan to realize the coordination of transport modes. Especially, they should greatly develop the railway and waterway modes which have low energy consumption and little effect on environment.
