This study put forward a new method, in which citizens are regarded as the unit of road resources allocation and reasonable cross-section functions are supplying to curb excessive expansion of individual vehicles demand as well as to enhance the traffic demand of other modes. After analyzing the calculating model about travel efficiency and emission of individual cars, public transports, bicycles and walking, a multi-objective microscopic optimization model was set up. Finally, the paper gave a specific example, in which the red line width is set and the single variable is optimal objective. Three optimal schemes could be submitted respectively whose objectives are travel efficiency, emission or both of them. Although multi-objective scheme cannot reach both of the extreme value at the same time, comparing with the optimal scheme whose objective is travel efficiency, it exchanged the 6.48% efficiency loss for the 13.73% emission reduction.
