The advancements in digital technology, data collection methods, centralized information and databasemanagement systems have contributed to a rapid and data-driven information generation. In many businesssectors, significant business decisions are made with support from knowledge and information generatedthrough data analysis methods applied to collected data. The best practices and proven use of data in otherindustries should be adopted in the transportation industry in particular to the highway constructionmanagement to generate information and support the decision-making processes and reinforce existinginitiatives on data quality managements. This paper presents a three-tiered data and information integrationframework to support highway agencies’ decisions based on the evolution and vision of highway agencies’data and information management. A case study is incorporated to analyze the gap between current datautilization and ideal data and information generation. The study applied Juran’s “triple role” concept todescribe and map the relationships between data, information and decisions. Based on the framework, threepaths were identified: - an active path that is currently in use; an inactive path that is currently not in useand a non-existing path where the necessary information and its extraction method is unknown. Thedeveloped framework guides highway agencies on how to generate and place right information andknowledge in the hands of decision makers. The results would promote active utilization of existingdatabases and help justify the continuous data collection efforts.
