The paper documents the initial engineering configuration of the new California pavementmanagement system, known as PaveM, and covers the aggregation of flexible pavementdata from the automated pavement condition survey through to network managementsections. The combination of these measurements into condition variables is discussed,along with the decision tree that is used to determine treatments. The performance modelsused to predict the future condition are detailed, along with the statistical methodologyused to develop them. The paper covers some of the pitfalls in using highly detailed surveydata, along with the benefits, and some of the lessons learned in the process.
