Earlier research showed that the use of 3D gaming technology could improve understanding between the customer/stakeholder and engineering teams in the early concept engineering phase of systems engineering. This research is extending that work by collecting high resolution aerial and ground based scans of a city, and integrating that data into a 3D gaming engine for simulation of the actual use of a city. The goal of this research is to develop a platform that would inform city managers, urban planners, healthcare workers, first responders, or even insurance companies before and during large-scale emergencies. This paper will describe the research agenda and the progress to date.
