With the accelerating process of urbanization and the growing of all kinds ofenvironmentally sensitive areas, the construction of power transmission projects faces manybottlenecks and the development space of grid is limited, which cause more and moredisputes and complaints about grid environment. How to let the public accept the high-voltagegrid and create the good external environment has become an important task of gridenterprises.Grid is the platform that transports the energy and resources. On the one hand itmay guide the chain of the power industry to save energy, such as power generationenterprises and users, and construction and operations of power grid, on the other hand it willhave impact on the ecological environment, natural landscape, biodiversity negative etc.. Inorder to objectively disclose the environmental impact of grid on stakeholders, we mustestablish a complete system of environmental performance indicators to increase theawareness of the public about social welfare of power grid and reflect the efforts andachievement in environmental protection made by the enterprises. The study first deeplyanalyzes the characteristics of the environmental performance indicators system of theInternational Energy Corporate and fully recognizes environmental impact factors in thewhole process of the power grid construction and operation. With the reference to theinternational ISO14031 and other standards, and based on the theory of Key PerformanceIndicators and Balanced Scorecard, we establish the index system about grid environmentalperformance from the two dimensions of management performance and operationalperformance, and put forward the estimation method and measurement methods of variousindicators as a reference to the State Grid Corporation, which provide information andreference for grid enterprises to show objectively and comprehensively the environmentalinformation to stakeholders.The indicators about management performance which demonstrate their efforts inenvironmental protection of power grid enterprises to the public mainly include theclassification of qualitative indicators and quantitative indicators, such as the vision and goalsof corporates, strategies and planning of environmental protection, the environmental policies,organizations, certification, researches and development of environmental technology,environmental advocacy, communication with stakeholders, the training and the totalinvestment of environmental protection etc.. The indicators about operational performancedemonstrate the achievements of the grid enterprises in saving energy and the protecting ofenvironment to stakeholders. The index of emission reduction due to energy saving is dividedinto the indicators about the supply side, grid side, user side and office energy-saving, whichinclude consumptive renewable energy generating capacity, optimizing hydropower reservoiroperation, carrying out alternative generation trading to achieve energy saving and emissionreduction, line loss rate, the promotion of new technologies and new technologies to conserve the amount of the land and steel resources, demand-side management, promoting thedevelopment of electric vehicles to achieve emission reduction amount of energy-saving,water-saving, paper-saving etc.. The environmental indicators about power transmissionprojects include firstly the as-generated amount and disposal waste which includes therecovery of SF6 etc., secondly natural landscape impact which includes the amount of indoorsubstation and the cable buried in the ground etc., thirdly biodiversity conservation whichincludes the area of nature reserves and the number of biodiversity conservation projects etc.,fourthly electromagnetic environment which includes monitoring data of power transmissionprojects.
