This study assesses the longer-term impacts and benefits of investment in Intelligent Transportation Systems (ITS) using archived performance data across four different applications: a transit traveler information system, a ramp metering system, a high occupancy toll lane, and an arterial management system. Each of these systems in a different geographical region, was the subject of a past evaluation effort. Those original results were used as the baseline for conducting this longitudinal evaluation using various data representing traffic system performance (e.g., speeds, volumes, travel times, transit ridership) and enhancements in technology or expansions in coverage, as well as changes in system costs to examine performance from as early as year 2001 through year 2012. Results indicate that ongoing and expanded ITS implementations continue to produce measurable effects. This effort offers a glimpse into performance-based management, and that the performance of the system can be monitored over time with archived data, allowing adjustments to be made in order to optimize the return on transportation investments.
